Allegiances vs Confederacies

*Note that these descriptions do not correlate to the exact definitions and usages of the two words. This is how these terms are used in this particular RP.
Allegiances are formed between two, maybe three legions. They're formed based on mutual interest, benefits towards each other, personal relations, or by force (among other reasons). For example, if two legions have the same goal, they might conjoin to form an allegiance that promises shared benefits in return for assistance and loyalty. Or, if two legions were trading resources and found that the system was beneficial to both parties, the two might agree to form an allegiance to formally bond the trade by promising loyalty. A third example would be if a legion leader was related to or had other personal relations to another legion leader, and decided to become allies based on bias and/or respect. And as a final example, if a legion conquers another legion's land, depending on the conquest circumstances, the winner can force an allegiance for benefits. An allegiance can be seen more as a promise, and a loyalty to another legion, allowing the sharing of resources and power. Allegiances are easily broken through betrayal or loss of benefit or interest.
A confederacy can be formed by choice, and is a formal establishment consisting of many legions as opposed to an arbitrary promise between two legions. Once a group of legions reaches three to four allegiances, they may decide to form a confederacy to instate official agreements to the conjoining of power. Because they consist of many legions and have a formal title and power among regions, they are more powerful and threatening. Forming a confederacy causes all power to be shared rather than possessed by one legion, however conflicts arise when legions attempt to take control over their confederacy.
To summarize, the biggest differences between an allegiance and a confederacy in this RP is the power and size difference, and the ownership of power. Legions with allegiances generally only use each others resources or land to each other's benefit, or to begin forming a confederacy. A confederacy is official, larger, and is formed for power and larger conquests, however the defiance of a legion towards a confederacy is far more destructive than the discontinuation of an allegiance.
Stats-Wise
As you know, for every allegiance you form, each ally gains 100 mpts. Forming a confederacy does not grant any pts, however it does boost the legions' potentials to gain more pts as individuals because of the power expansion.
Pts are not shared among allegiances, however the judgement of a confederacy's rank among others is based off of the total points of each legion added together.
RP-Wise
You can role-play out the formation of allegiances and confederacies however you'd like, but it is not mandatory that you do. These formations can be discussed OOC in the plot room or within PMs. When a formation is official, please message me, preferably in a group PM, so I can confirm it.
When a confederation is formed, you all need to decide which legion the confederacy base will be located. If you don't do it yourself, then I will create a permanent thread for the base where you can role-play in. Usually the only things that would take place in this thread are IC meetings, unless a conflict between confederacy legions arises.
